Meeting Notes and
Integrated Licensing Process
Dear Secretary Salas:
On behalf of Appalachian Power Company (Appalachian), enclosed for the Commission’s information are one original and eight copies of the notes from the meeting held August 20, 2003 to discuss the relicensing of Appalachian’s Smith Mountain Project located on the Roanoke River in south central Virginia. By this letter, we are also notifying the Commission of Appalachian’s intent to utilize the Commission’s Integrated Licensing Process (ILP) for the relicensing of the subject project.
The existing license for the Smith Mountain Project expires on March 31, 2010. Therefore, the Application for New License would need to be filed no later than March 31, 2008. In order to prepare the Application for New License, Appalachian has been consulting with representatives from various State and Federal agencies as well as local governments and non-governmental organizations regarding available information and the licensing processes available. Recognizing that the licensing process for the Smith Mountain Project would fall within the interim period between when the final rule for the ILP was issued and that the ILP in the future would become the default process for licensing of projects, Commission staff approached Appalachian asking if Appalachian would be interested in utilizing the ILP in the development of its application to the Commission to obtain a new license for the Smith Mountain Project. After consulting with the agencies and other stakeholders having an interest in the relicensing of the Smith Mountain Project and considering their comments regarding the process to utilize, Appalachian is hereby notifying the Commission of its intent to utilize the ILP and is asking for continued Commission staff support for that process.
